NOTICE OF ANNUAL MEETING - JUNE 21,1986 @ 7:30 P.M LOON LAKE SCHOOL - LOON LAKE, WASHINGTON

THE ANNUAL MEETING of the Deer Lake Property Owners Assoc. has been scheduled at the above date and time. The ANNUAL MEETING is open to all members and prospective members of the Association comprised of land owners around Deer lake.

It is a time once each year that the complete membership can assemble in an open forum, exchange information and ideas, talk to county and state officials as well as your Officers and Directors that you have elected, lay out plans of future activities and projects. Each of the areas will impact you and your property - financially, socially and environmentally.

Reports from project chairman and a slide presentation of the complete water quality work are part of the agenda presented by the E.W.S.U. Biology Department.

The nomination and election of officers an new board members for the 1986-1987 term is an integral part of the annual meeting. The officers and board members look forward to seeing you there on Saturday evening - bring a neighbor with you.

PRESIDENT'S REMARKS

The body of every organization is structured from four kinds of BONES. There are the "WISHBONES" who spend their time wishing someone would do the work. There are the "JAWBONES" who do the talking but little else. The "KNUCKLEBONES" knock anything anybody else tries to do. Fortunately there are also the "BACKBONES" who get under the load and do the work- That is your D.L.P.O.A. Board of Directors.

We have one of the most beautiful lakes in the.state and your Board of Directors are working hard to keep it that way. I feel every property owner should contribute their ideas, suggestions, or complaints AND SUPPORT THE DEER LAKE PROPERTY OWNERS ASSOCIATION by attending the meetings and being a paid up member of our association.

SEWER & PLANNING COMMISSION

More work has been spend on these two closely related projects, by more people, in the past year than any other time in the 12 years DLPOA has been in existence. The working members of these committees have had meetings, attended hearings, composed letters, travelled to Olympia and will continue to do so. These are very complex issues requiring patience, political connections and an abundance of salesmanship.

Perhaps it would be more appropriate to hear the committee reports from the project chairman, than for us to try to articulate them in the Newsletter at this stage. Jerry McBride and Dr. Ted Maxson will update us on these activities at the annual meeting.

SPECIAL RECOGNITION & KUDOS TO

Chuck & Jean Milton, Ken & Goldie North, Phil & Harry Welch for being "Backboners" - The cleanup job done by these folks in mid April is still obvious in early June. There were some "Knuckleboners" knocking the efforts of these friends of the community, but there are a whole lot of appreciative lake dwellers who recognize your efforts! THANK YOU from the DLPOA Board of Directors, in addition to the satisfaction and personal sense of accomplishment that is surely yours.

If the balance between "Do Gooders" and Slobs ever reaches parity, the need to go out and retrieve the garbage would be non existent. The problem is, one Slob needs a WHOLE CREW of people continually cleaning up behind them. Perhaps by this demonstration of community dedication, others might be inclined to help. Once an area becomes littered it seems to proliferate. Once cleaned up, it stays nice until the Slob shows up.

WOODCUTTING-1986

Lew Houdak reports that Boise Cascade wiH admit DLPOA members to their woodcutting area again this year. The area available is on Grote Road south of Loon Lake. The wood is mostly pine but closer to the road. "Not as far over the bank" says Lew. The area will not be open to us until August or September. IF YOU WANT TO CUT WOOD, PLEASE FOLLOW THESE GUIDELINES;

PANCAKE BREAKFAST - DEER LAKE FIRE DEPARTMENT

Remember this date: Sunday July 6th 6 am ò 12 Noon. At the Deer Lake Fire Station ò You'll Be In Good Company - Everyone Goes To The Pancake Breakfast.

This activity provides the Deer Lake Firefighters & E.M.T.'s with funding over and above the tax monies allotted from the district, they need our support! Here's ANOTHER way you can help. Quetta reports that this years Community Club Sponsors are:

P/ease save any of these for the Annual Meeting, Pancake Breakfast or drop off at the Firestation.

Community Club awards are sponsored through radio station KJRB and assist charitable, fraternal, civic, social & religious organizations in fund raising to help them help themselves.

Bring your labels, cans, receipts, lids, kids, friends, neighbors & money to the pancake feed - there ain't no free breakfast but it's for a good cause. It's a lot like winning the lottery, a small investment today might payoff when you least expect it.

MORE ABOUT EMERGENCY SERVICES:

The new Loon Lake Emergency Vehicle is expected to be on display at the DLPOA Annual Meeting.

The Deer Lake Fire Department is searching for support in expanding the present station space DLPOA is supportive of this effort both financially & with labor when necessary. Here again we have a delicate financial issue - a sales job if you will, ò the procedures & politics of funding takes time.

More on this as we progress.

We will soon be entering the fire danger season. We can look back at last year with a little pride, an extremely explosive fire danger was averted around the lake by a lot of care. Watch those fireworks, especially the bottle rockets, firecrackers & skyrockets.

We wonder how long before a boat or boats are burned because of the tossing of fire crackers around dock areas - gas fumes lie in the bildge of inboards especially. Hopefully common sense and the late arrival of warm weather will help us through this season. Questions on burning, call 466-9000 or the DNR 1-800-562-6010 and ask for "Colville".

LAKE BEAUTIFICATION

Ben Rasely has tried valiantly to refinish the big directory signs and find someone to help with this project but the weather has not been conducive for that work - maybe soon.

Clyde Innes was able to clean up some of the debris around the signs earlier.

The DLPOA Board was called into an emergency situation in early February when one of our members homes slid onto the ice.

Denny Weybrights "A" frame in Cedar Bay was struck by a mass of sliding earth from the steep bank adjacent to his cabin. The force of the impact caused the entire cabin to slide about 35' towards the lake and onto the ice.

Denny was boat deputy during the 1985 season. He was in Arizona at the time of the cabin incident. Concern for his belongings caused Bill Paton to muster a rescue detail comprised of DLPOA members, working in conjunction with some of Denny's personal friends from Spokane. About 20 people gathered in Cedar Bay using the dirt landfill as a staging area and shuttled about 6 truckloads of furniture and utensils across the ice and into storage at Loon lake. The choice of the day was not an option, there was about 4" of water on top of the ice, it was raining and waiting was out of the question. Safety was the concern of the day - all went well in that regard. The house has been dismantled and the area is still in disarray but the folks involved feel good about what they accomplished.

There is a group that will assemble on short notice and work for coffee and donuts and they go by the name of DLPOA - they do a lot of varied projects, most, for the common good of the entire community.

WATER SAFETY

Howard Wohrle, chairman of the water safety committee reports the boat deputy duties will be shared by Pat Dolsanders and Ray Hawes for the 1986 season. A few signs depicting county boating ordinances are in the process of construction and will be placed at certain strategic locations to assist those ignorant of the rules. In viewing the passing scene, it appears there are three separate kinds of boaters.:

A. People who recognize the responsibility incurred when they pilot a boat - they know the rules, they know their boat, they are the majority - they are normally courteous and aware.

B. Nice people, don't know beans from buckshot about what they're doing but having a good time doing it. -Need education - can be aggravating to others "In The Know" - normally get straightened out in a season or two. These are a minority.

C. These know and don't care. They are normally good people but booze, fast boats, lousy attitudes make them a menace. They might tend to be bully's. They like lots of noise so people will notice them - they rip up the lake and back again. Thankfully they are precious few in number - it's like living in the flight pattern at an airport. They are perceived to be problems or cause problems.

FIRE EXTINGUISHERS

Remember those passed out by the Fire Department? If you have one, do you know for sure it still has a charge? Get it out, and check it out. Call the Deer Lake Department for recharge information.

WINTER TIME SECURITY

On January 26th the Explorer Scouts from Colville's Search and Rescue Post systematically covered Deer Lake cabins from one end of the Lake to the other. Support for these young fellows efforts from DLPOA has been arranged by some financial assistance in the form of equipment and supplies for their post. Bill and Eleanor Paton host them each year for hot chocolate, cookies, donuts, etc. They are a welcome sight.

FISH REPORT

West Wagoner was successful in getting a good hatch of eggs this winter and then subsequently lost them due to a power failure - looks like the fishermen will be totally dependent on hatchery fish from the fish and game department. Wes works hard to provide these fish and to lose them that way is probably more than a little disheartening. We expect it might be similar to a farmer going through the cultivating, planting and growing cycles and then losing a nice crop to bad weather. We wish him better luck on his next hatch.
