NOTICE OF ANNUAL MEETING - JUNE 23,1984 - 7:30 P.M. LOON LAKE SCHOOL - LOON LAKE, WASHINGTON

THE ANNUAL MEETING of the Deer Lake Property Owners Assoc. has been scheduled at the above date and time. The ANNUAL MEETING is open to all members and prospective members of the Association comprised of land owners around Deer Lake.

It is a time once a year that the complete membership can assemble in an open forum, exchange information and ideas, talk to county and state officials as well as your Officers and Directors that you have elected, lay out plans of future activities and projects. Each of the areas will impact you and your property - financially, socially, and environmentally. Most times decisions are made after studying the issues, gathering statistics or information, input of members being carefully considered.

Each year the ANNUAL MEETING has gained additional support of the membership. We estimate 150 or more members in attendance this year to hear county officials (County Commissioners, Sheriff Dept., Health and/or Building Dept.), state officials (State Senator and Representative from our District) speak as well as Board Members to recap the past years activities and coming year's plans. Your Officers will likewise give you a yearly recap and talk about water quality studies that are proposed - the changing status on sewering Deer Lake - building restraints and codes - Deer Lake beautification project and status report - boat licensing requirements and enforcement 1984 version, plus many more items such as fisheries report, wood cutting 1984, road maintenance, etc.

Also an important agenda item at our ANNUAL MEETING is the nomination and election of officers (elected yearly) and four Directors elected for a three-year term. PLUS coffee and dessert afterwards, giving plenty of time to socialize and meet old friends and neighbors. MARK YOUR CALENDAR - hang up the enclosed NOTICE - Tell your neighbors. PRESIDENT'S REMARKS - 1984 is the 10th Anniversary of the Deer Lake Property Owners Association which has been full of challenges and accomplishments we've proudly fulfilled. These accomplishments came about only because of the dedication and hard work of your "Board of Directors" who have spent many hours of their time at meetings, hearings, and board meetings on subjects pertaining to our area.

I am pleased to report that we have had full cooperation from Stevens County officials including Prosecuting Attorney Jerry Wetle, Sheriff Chan St. Clair and Commissioners Ken Rosenberg, Jack Cogswell, and Clive Price who have attended many of our Board Meetings in Deer Park this year.

I earnestly urge each of you to become involved in D.L.P.O.A. and accept a roll in making it stronger with your suggestions, complaints and membership dues so that we can attain our goals in the continuation of having a beautiful lake for all to enjoy. DLPOA will be only as strong as you property owners make it. Remember these are only words on paper unless you all become involved.

NOMINATIONS AND ELECTION - Nominations to be presented by the Nomination Committee, Les Schneider, chairman, at the June 3rd ANNUAL MEETING for your approval are:

President: Bill Paton (Immediate past president of DLPOA and original charter member in 1974 with ten years continual service.)

Vice-President: Lew Houdak (DLPOA Director for past three years. Volunteer fireman for Deer Lake Fire Dept. DLPOA Emergency Services Committee).

Secretary: Eleanor Paton (immediate past Secretary for the last eight years, chairman of NEWLETTER distribution)

Treasurer: Kathryn Bean (Charter member and Treasurer since 1974. DLPOA Historian and Deer Lake property owner for over 40 years)

BOARD OF DIRECTORS - Three year term (vote for four)

Inga Lord - DLPOA Director since 1979. Committees include: Telephone, Hostess, Road Maintenance, Wood Cutting. Is a volunteer worker for numerous worthwhile community services and organizations and lives on Deer Lake since 1974.

Ben Rasley - DLPOA Director since 1980. Committees include: Fisheries, Beautification and Lake Clean Up, and Road Maintenance. Retired oil dealer, lives in Spokane.

Dick Salsbury - Architect, former Coeur d'Alene school board member, involved in Spokane Young American Hockey Club. Property in Pine Bay and is a Spokane resident.

Robert Lee Jr. - Electronic technician at N.W. Alloys, lives at Addy, and has property in Pine Bay.

Don W. Maxson - Past home builder, realtor, and now lives on Deer Lake doing building and remodeling. Has real estate investments in Spokane and deeply interested in keeping the quality and protecting the environment.

Margo Wood - Deer Lake Volunteer Fire Dept. member. Owns and operates a beauty shop in Loon Lake. Lives at Julies Terrace for past three years.

Further nominations will be accepted from the floor with election to follow. You must be a paid up member to VOTE.


FIREWOOD CUTTING - This year we are again cooperating with Boise Cascade and working out the details for firewood cutting. There will be some limited cutting available on the north entrance to the lake as you pass Grouse Flat road. More cutting will be done early this summer in Buck Creek area. For the information of prospective members, let me publish the procedures for notification that we published in our last NEWSLETTER. Because of the increasing numbers involved, telephone notification is now out of the question. Therefore, if you wish to cut wood this coming season, mail to us some stamped and self-addressed post cards (no postage - no notice) and mail to:

We will mail you a notice good for the first weekend of cutting. Simply bring the notice with you to the appointed spot. Only members in good standing (dues paid) will be notified. If you wish to be included in subsequent cuttings, merely send us additional self-addressed stamped cards and you will be notified of the next cutting for each card received. Mail at once and your cards will be kept on file. Please do not call for information or special notice. You will be notified by mail ONLY and in ample time for proper planning. We will have cutting in late June and July and again in the fall (Sept./Oct.). Woodcutting privileges are limited to members only, subject to a cutting fee of $2.00/yr. Boise Cascade or DLPOA are not responsible for any accidents, etc., but each cutter is responsible for any damage he may cause. DLPOA will provide supervision and assume authority to establish rules that will insure future opportunity to cut firewood. Please follow the guidance of DLPOA supervisors. Thanks!

WATER QUALITY COMMITTEE YEAR END REPORT - 1984 Jerry McBride, chairman; Wes Wagoner, Clyde tnnes, Les Schneider, members.

Water quality was the number one subject for DLPOA this year. Here is a summary of major activities:

Testing: A one year testing program has been discussed with Eastern Washington University professor Dr. Raymond A. Soltero. The testing would cost $10,000.00. It may be possible to get funding for 75 of this through the Washington State Department of Ecology. This leaves $2,500.00 which would be funded locally. Testing would form a base so the lake can be checked periodically and changes in water quality detected. Along with the testing, several local volunteers would be trained to continue the program in future years. Discussions are continuing and if the program is put together testing would start with ice out 1985.

Sewer System: Stevens County P.U.D. has acquired the Wanakiwin sewer system and has taken an option on adjacent land for possible expansion of the system. At the invitation of the PUD, Bill Paton, president of DLPOA has appointed a committee of three to work with PUD engineer Dick Price on development of a sewer system for Deer Lake. Committee members Clyde Innes, Dave Nixon, and Jerry McBride have met two times with Dick Price. The first meeting we discussed the relationship between the PUD and DLPOA.

The second meeting was attended by Gordon Douglas of the Dept. of Ecology to discuss funding of a sewer system. Next, a facilities plan must be prepared or the 1976 plan updated. Dick Price is meeting with D.O.E. engineers to determine the requirements for the facilities plan. Stevens County PUD has committed to prepare the facilities plan and do the engineering at no cost to the residents of Deer Lake or DLPOA. If the sewer system is built the PUD will recover these costs. If it is not built, it will not charge for these services. A public hearing is required as part of the preparation of the facilities plan. This will give anyone interested an opportunity to ask questions and voice their opinions.

BOAT LICENSE FEES - INFORMATION - Last year (1983) it became mandatory to register and license all watercraft 16 feet in length and over. While we were all asleep, the 1984 Legislature quietly extended the registration requirement to include ALL motor powered craft of any size. This included battery powered electric motors used on any water conveyance. The Legislature divided the opposition in their original bill by exempting these smaller craft, used primarily, by sport fishermen. They waited until the 1984 session to cleverly capture the remaining source of revenue - the small boat used for game fishing. The law, as it stands now: All boats powered by any kind of motor must display a 1984 license sticker. Sailboats under 16 feet are still exempt.

Any license fees paid now will only be valid until June 30,1984. At that time your 1985 license is due. This tag will be valid through June 1985. The fees are:

Filing............ $ 4.00

Basic............ 6.00

Application....... 5.00

total ............$15.00

The future license fees will be: Basic, $6.00 plus $1.00 filing fee. This will be $7.00 per year as long as the boat remains in your possession.

There are some exceptions regarding COAST GUARD numbers. For detailed information you may call 1-800-521-9319 Monday-Friday 8 a.m.-5 p.m.

Motivation for compliance to these rules:

In fairness to some of our legislators, it should be mentioned that all were not in favor of this taxation on the small craft. There is reason to believe a repeal of a portion of the bill will be acted on in the 1985 legislative session, meanwhile, everyone must live with the present law for the ensuing year.

Let me try to answer just a couple of common questions you may be thinking? Under Senate Bill 3285 and Senate Bill 3909, all boats registered with the Coast Guard were required to register with the state by January 31,1984.

QUESTION: Do the boats which carry both registrations have to renew the state registration on July 1,1984?

ANSWER: NO. Not if the Coast Guard registration is still valid. These boats will not have to register again with the state until (1) one year from the date the state has an approved numbering system or (2) the date the Coast Gurad registration expires, whichever occurs first.

(State registration only): 16 foot or longer motorized boat was registered with the state sometime between June 30,1983 and March 28,1984 but is not currently registered with the Coast Guard.

QUESTION: Can this boat be registered with the Coast Guard rather than renewing with the state until (1) one year from the date the state has an approved numbering system or (2) the date the Coast Guard registration expires, whichever occurs first?

ANSWER: Yes, as long as it has a motor. The Coast Guard will register only motorized boats. If the boat is a sailboat, it could be registered with the Coast Guard if a motor attaches.

QUESTION: Do boats under 16 feet in length have to register and pay the excise tax?

ANSWER: Motorized boats under 16 feet in length must be titled and registered if the boat is not registered with the Coast Guard. These boats are exempted from the excise tax.

QUESTION: Do I need to register my boat if I am not using it now?

ANSWER: The statute provides that any vessel "on the waters" of the state must be registered. If your vessel has not been used and you do not intend to use it, you do not have to register it until you put it in the water. However, if your boat is moored, it is "on the water" and must be registered.

OUTDOOR BURNING - Outdoor burning on Washington land protected by the Department of Natural Resources is covered in detail in the Washington Administration Codes 332-24-056 through 332-24-095. To check local burning conditions and restrictions notify the DNR: 1-800-562-6010 or your local fire district. There are certain fires that do not require permits if all of the following stipulations are met:

Recreational fire:

a. The fire must be less than four feet across.

b. You are equipped with a shovel.

c. You have permission if not on your property.

d. You attend the fire until DEAD OUT.

e. You have an area free of flammable material.

f. 50 feet or more from any structure.

Debris Disposal:

a. The fire must be less than ten feet across.

b. Shovel, 5 gallons of water, or a charged hose is required.

c. You have adequate area free of debris adjacent to the fire.

d. Permission if not on your property.

e. You attend the fire until DEAD OUT.

f. 50 Feet or more from any structure.

Burning barrels and other conditions for burning are discussed in the DNR pamphlet "Outdoor Burning in Washington." This publication covers burning and pollution advice for most situations. Again, a motivation to comply to the Burning Rules:lf you lose control of a fire you may be subject to pay for all that the fire burns, or fined, or both. Plus the cost of fighting the fire. If you plan to burn there are some excellent guide lines available from the DNR and your local fire fighters - take the time to check them out - The PRICE IS RIGHT!

PANCAKE FEED - The Deer Lake Volunteer Fire Dept. ANNUAL PANCAKE BREAKFAST, July 8th, 1984 at the fire house behind Haney's Resort. 6 a.m. on to noon. Let's get behind our volunteers......

MEMBERSHIP - June 1984 is the beginning of a new membership year. We collect dues $12.00 a year, effective yearly. One of the purposes of the association is to protect the beauty and water of Deer Lake from environment depredation. This task alone demands the concern and support of everyone.

In addition to representing you in this manner we (DLPOA) have in the past, and will continue in the future, as long as membership funds will allow, to sponsor or support local civic activities specifically.

(2) Rapid Response Medical emergency vehicle from Loon Lake

(3) Deer Park Ambulance Service

(4) Fire Extinguisher distribution

(5) Law enforcement and property security (regular patrols and cash awards)

DEER LAKE BEAUTIFICATION - May 6th, despite inclement weather, saw many Board Directors and Officers plus a few members at large assemble at Sunrise Pt. Resort as they gathered and then stripped and dismantled numerous docks. The useable material and logs will be used for construction of large information and detail signs that will be erected on July 9th work days. Many workers will be present. (Fifteen or more derelict docks were removed from Deer Lake in early May. If you find more docks of same condition and you do not know what to do with them or how, call Clyde Innes at 233-2342. We will then take a look and see how to remove them. THANKS... CLYDE AND CREW.

THANKS - To the many writers who report for the Deer Lake Property Owners Assoc. NEWSLETTER and thanks also for the many notes and calls of appreciation we have received from our readers. Your comments are most stimulating for us and exhibits the excellent judgement that you have for good journalism.

NEWSLETTER - If you received this NEWSLETTER and you are not a paid-up member, take a close look at its contents and activities that your association is involved in. This is the only time non members will receive a NEWSLETTER this year. There are many worthy projects that your Directors are studying and effecting decisions. We need everyone to be aware and informed.

We must continue to look at saving costs. As your secretary I try to keep my files up to date on property owners current addresses. In spite of my best efforts, many of our NEWSLETTERS are returned because of property owners selling their lake homes and not informing me of the new property owner and the address changes in the transaction. It would save many hours of phone calls and trips to Colville to search county files in obtaining this important information if you'll give me a phone call when you move, buy or sell.

TENTH ANNIVERSARY - Historical beginnings of DLPOA "The folks who've carved out a place in history didn't do it by chiseling" - but by commitment, time and work. Our Treasurer and historian shares DLPOA's start as recorded in her financial records. The first entry in DLPOA financial books is dated October 8, 1974. It is a deposit of $471.00 by 17 Deer Lake Property Owners to initiate a financial basis for DLPOA. Forty-two more property owners were to follow suit bringing the total of $1560.85. Later the Board of Directors passed a motion that these fifty-nine property owners be hereafter designated as 'charter members.' Each of their membership cards carry a gold seal with "Charter Member" impressed upon it. Seven of these charter members have worked for DLPOA for the full ten years. Dues of $12.00 per year is a separate entity and the first were deposited May 22,1975.

The first checks were for legal work, corporate application filing and a book of checks. The first NEWSLETTER was posted on March 10, 1975. By-Laws were printed by the middle of March. Beginning July, 1975 the dues were coming in at a rapid rate. July 9,1976 our initial savings account was started with $2000.00 deposited. Today your treasurer is bonded by you for $10,000.00. Our net profit (Assets) including Charter Member donations stood at $11,208.99 on May 31, 1983. Our largest expenses are newsletter printing ($4500.00 plus postage $3000.00 for the ten years).

BOAT ORDINANCES - All Resorts have an amply supply of Stevens County boating ordinances, also available at the June 23rd ANNUAL MEETING. However let me excerpt some for you in my own words to save space.

Sec. 3: Property owners may put buoys out as Restricted areas but they must be approved by Stevens County Sheriff's Dept. The code calls for certain size and color and distance from shore. It is against the law to tamper, deface, molest or damage any marked buoy or floating dock.

Sec. 4: Operation of motor powered craft. Like an automobile, you as driver are responsible and are negligent if not operated in prudent manner. Speed for present conditions are a common violation. Under influence of liquor or drugs is another.

Sec. 5: Age of Operator: 10 years or under with direct adult supervision - 16 years and under unless 10 H.P. or less except direct supervision of adult operator.

Sec. 6: Operation of motor powered craft as to time, place, and manner. No motor powered craft shall be operated within swimming area or within 50 feet of buoy marking swim area or 50 feet of any swimmer, within restricted area (orange and black buoys) in excess of 7 mi./hr. or towing any person or skier or while towing skier or person unless in addition to operator you have one person 10 years or older in constant supervision. YOU MUST PULL SKIER IN COUNTER CLOCKWISE DIRECTION along shoreline with exit and entrance into a ski area the same way.

Sec. 10: Disposal of Refuse - No dumping of garbage, sewage, litter, cans, etc. from any boat into water.


Again I recommend you get your own copy and read up on the ordinances. Deer Lake will be heavily patrolled by Stevens Co. Sheriff's Dept. More so since we have a permanent Sheriff's boat on the lake.
