RAPID RESPONSE vehicle has more than proved its worth during the past summer season. Thirty four calls were made in addition to 10 fire calls between Loon and Deer Lakes. This compares with eight Rapid Response and 15 fire calls last year. The Directors of DLPOA want to thank everyone again for their generous financial support. We contributed $2,731.11 to the Loon Lake Fire Dept. for this worthwhile project. In addition, the Loon Lake residents also contributed substantial monies to purchase and equip the vehicle. As you know the vehicle is manned by volunteers led by Roy Russell. These volunteers from Loon Lake must be congratulated for their commitment to this important community service. We know many calls came between midnight and 6:00 a.m., when the rest of us were comfortably asleep.
Jerry Linton, our DLPOA coordinator, also reports that something that would be of interest to all of us is the life saving equipment that the Loon Lake Fire Dept. emergency vehicle contains and what it is used for. Following are the items that the vehicle is equipped with: Ten ton porta power, which is used to pry open car doors, and move any metal that interferes with a rescue in a car accident; air chisel, used to remove door locks, or remove the top of a car; trauma first aid kit; portable suction kit used to remove blood from a person while being treated; Hare traction splint which is used to set and stabilize a broken leg; back board and accessories which is similar to a stretcher; portable spotlight; axe; two cable hand wenches; 100 feet of rope; two blankets and pillows; and outside flood lights.
The department is in need of still more life saving equipment for their vehicle and is accepting contributions. REMEMBER ... your life or your neighbors may some day depend on this vehicle. Help us help each other. We are very, very fortunate to have an emergency vehicle and trained personnel available at any time. NEWSLETTER will go to press three times a year instead of the past four times yearly. According to the report given to DLPOA, this should save your Association $270.00/year, yet not decrease the timely news that you have come to expect. A SPECIAL NOTE from this Editor to express our appreciation to the dedication and service to the Association of the following Board members and officers. SHORELINES MANAGEMENT HEARING was conducted by the DNR on Sept. 1 1981 and eleven of your Board of Directors were in attendance. The hearing centered around the proposed change to adapted rules (WSE-80-09-005) (WAC 332-30-106) (27) "Line of Navigability", means a measured me at that depth sufficient for ordinary navigation as determined by the board of natura! Resources for the body of water in question, is the boundary between shorelands and beds of navigable waters On lakes, this line shall be at either the ordinary low water mark of the lake as established from public records, or a depth, measured from the ordinary high water mark, of three feet on lakes under 500 surface acres in size, five feet on lakes from 500 to 1000 surface acres in size, and seven feet on lakes over 1000 surface acres in size, whichever is further waterward; provided that, in shallow bays and coves, the line shall be established by the Commissioner of Public Lands at such shallower depth necessary to assure equitable access to the bed of navigable waters of the lake by shoreland owners. On rivers, this line shall be at the ordinary low water flow of the river as established from public records; or where such records do not exist, as established by the Commissioner of Public Lands.
(Your Board of Directors opposed the unfairness of this proposal and two members - Dave Nixon and Bill Paton - were able to testify. Over 200 property owners on inland Eastern Washington lakes were in agreement with our position. In response the Dept. of Natural Resources on Sept 16 1981 sent each person in attendance at the hearing the following letter ...)
"The Department of Natural Resources wishes to thank you for your recent interest in the department's proposed administrative rule for defining the line of navigability on fresh waters of the state. Testimony at public meetings and letters sent to the department indicated that many specific situations were not addressed by the proposed definition. The Department, therefore has withdrawn the proposed administrative rule.
"We now anticipate setting lines of navigability, as necessary on a lake by lake basis using methods that consider present and historic use. Details about this action will be outlined in meetings to be scheduled in the local communities. This process will begin on Diamond Lake in Pend Oreille County. Additional lakes which may be reviewed in the future will be treated in a similar manner."
(NOTE:) DLPOA will continue to resist efforts by the DNR to delay purchases of Second Class shoreline and/or attempts to enforce suggestions of leasing dock space, etc. beyond the line of navigability ... according to a recent report presented to DLPOA at its May 31st meeting by Rep Scott Barr... In addition, Rep. Barr also said that the DNR has initial money necessary to get the sale of the second class shorelands project started. ($59,000 for two years.) Diamond Lake will be tested first. Amount to be charged for dock leases still not decided. One-half revenue goes to capital improvements (state buildings) and one-half the DNR retains to do as they want.
STEVENS CO. COMMISSIONER, Clive Price, at our May Directors meeting extended his office support for any problems we may have and has repeated on many occasions his willingness to work with DLPOA. Mr. Price also gave a special report on road maintenance for southern Stevens Co Mr Price is a paid member of our organization and a regular guest at our DLPOA meetings. I can't remember a meeting he has not attended this past year (except July) ... Our heartfelt THANKS to him and his enthusiasm he has shown to DLPOA.
WHOSE ... On answering his doorbell, a man found an old friend and a large dog standing on his porch. "Come in, come in," he said. His friend came in and sat down, while the dog put the man's cat to flight, knocked over a bridge lamp and several vases, and finally made himself comfortable in his best chair. When the guest rose to leave, the host said with a touch of sarcasm in his voice "Aren't you forgetting your dog?" "Dog? I have no dog. I thought he was yours."
MEMBERSHIP: Committee members Inga Lord and Fran Lundberg are actively seeking new members to our organization. We want to thank all of you who have made our group as successful as it is. We have much diversified talent within our organization, but as in any group, we are only as strong as you are willing to make us. The Directors are more than willing to extend a great deal of their time on your behalf. However, we are only speaking for less than half of the property owners around the lake, yet the work we do and the benefits we are able to acquire for the property owners benefit us all. Every effort should be made by all of us to encourage our neighbors to be a part of the effort, at least financially, in the Deer Lake Property Owners Association.
