YOUR PRESIDENT'S REPORT

It has been asked of me many times, "Why do you involve yourself in such projects as the Deer Lake Property Owners Association?" That question would easily be answered by any member of your board. The total dedication of each and every member of your board to the betterment of our lake community is unbelievable. This dedication by your board makes my job as president an easy one. Instead of trying to find someone to help on or take charge of a committee as happens in most organizations, your board members gladly accept the challenge and do their job without any prodding from the president. The job they do is not just enough to get by with, but always to a greater detail than anyone could rightly expect.

Let's take a look at what your board has accomplished for you this past year.

1. Although your board worked long and hard on the proposed sewer project it went down to defeat because of lack of real interest by the lake property owners and now the lack of Federal Funding. This project may be revived in the future if the interest of the membership warrants it.

2. The Washington State Game Dept. wanted to make Deer Lake one of the year around fishing lakes in Washington's Northeastern region. A concerted effort by your board along with association with the Inland Empire Big Game Council halted that for one year. It is a problem we must face again this year. Your board joined the IEBGC on a one year trial basis as they indicated they would work in our behalf on such projects as the year around fishing. We will analyze this association at the end of our Associate Membership year to determine if it is beneficial as they claim it to be.

3. Our fisheries committee has had their most successful year to date with our hatchery project. The results this year have the Game Dept. people very interested and talking about using our success as a pilot program for other lakes. With the limited funds available to the game department for fish development and planting the future of fishing at Deer Lake could very well depend upon your fisheries committee's success.

4. Road Maintenance is a continuing problem around our lake. Your committee has been trying to put out the fires in that area and have been very successful working with the county.

5. The Road and Water Safety Committee has worked hard to make our waters and roads a safer place for each of us. Speed signs in highly congested areas were installed and sheriff patrolling became more evident this year on our roads.

This committee was the leading organization in the county in drawing up and having adopted a newly revised boating ordinance for Stevens County. This has put into motion a workable and enforceable ordinance for your protection. We had a special deputy sheriff patroling the water this last year which provided a shock to many people when they were confronted by his blue light. In addition this year the sheriff's department will have a regular deputy patrolling the lake. If you don't have a copy of the new boating ordinance, I suggest you secure one.

We also have been working with the Pinelow Nazarene Church camp and the County Commissioners in making the county road through the camp a safer place for both the drivers and the camp participants.

6. The Legislative/Planning & Preservation Committee has been extremely active again this year. You can find them involved in any project around your lake that pertains to the preservation of it from someone filling in the lake to battling the bureaucrats in Olympia.

This year their major thrust has been supporting our representatives Scott Barr, Helen Fancher and Jerry Hughes on HB 486, the Shorelines bill. This committee did a tremendous job at the hearings on this bill last fall at the Spokane Community College. Not only did the hearing board face the largest crowd they had encountered throughout the state, they also faced some speakers that sat them back on their heels. They were well aware of where Deer Lake was and what a powerful organization it had representing it.

In March Bill and Eleanor Paton journeyed to Olympia to represent D.L.P.O.A. at a Dept. of Natural Resources board meeting on the shorelines question.

This committee has met continuously throughout the year with our County Commissioners, sheriff's department, legislative representatives and representatives from our neighboring lakes in your behalf.

7. All of these activities are reported to and compiled by our Publicity Committee into one of the finest newsletters published by any organization. This is by no means an easy task. The time and effort expended by this committee is very evident in the quality of our publication.

The processing and hand addressing over 800 of these newsletters is no menial task. The volunteer group that gets together each mailing is to be commended. Then after each mailing the returns because of moves with no forwarding address or sale of property to new owners have to be verified and corrected at the Treasurer's office in Colville. It is amazing how many of these returned newsletters have to be processed each mailing.

I believe if you closely analyze the great amount of activities by your board during the year you can see why I'm extremely pleased and proud of their accomplishments. They make my job as your president a very easy and gratifying one. I only have one real request of you our members and you who are lake property owners but not members of D.L.P.O.A.: If you are not a member of your lake organization, please join and place your support behind the organization that is working for you. Our strength can better be measured in numbers and as you can see we also need your support both vocal and financial. In today's marketplace I know of no place a $12 membership can buy you more.

Again thank you board members and Association members for what I consider a great year for our lake family.

A necessary and important part of our organization is its yearly meeting. Everyone around the lake needs an open forum to express their views on timely matters of concern. It is your organization and your Board of Directors encourage your participation. Many things are happening that affect our individual enjoyment of our lake property. To let someone else do it - is an attitude that breeds apathy and eventual erosion of our democratic freedoms, so come to this year's annual meeting as per following announcement.

NOTICE OF ANNUAL MEETING

This notice gives the official call to members of the Deer Lake Property Owners Association of the ANNUAL MEETING to be held Saturday, June 14th, 1980 at 7:30 p.m. in the auditorium of the Pinelow Nazarene Park Camp on Deer Lake.

This meeting is for the purpose of election of officers and members to the Board of Directors and also to consider any business which may regularly come before the membership.

REPORTS:

Water Safety: Howard Wohrle, Chairman.

See enclosed attached Boating Ordinances for Stevens County with special concern for the safety. Always exercise extreme caution on the Lake while boating and fishing as you would on the highway. Already a serious accident has happened on Deer Lake and summertime activities have yet to begin.

Road Maintenance: Ed Sweet, Chairman.

My report on road maintenance for the past year is satisfactory. Stevens County has kept chuck holes and breaks in black top repaired, and graded on the sides to some extent. Weeds are cut along the road when they get too high.

During winter snow is plowed when needed. Dirt and gravel roads are graded but not too often. If you feel your area is getting bad let me know. Phone: Deer Lake - 233-8837, Residence - 466-1031.

Garage Sale: July 12 and 13th from 10:00 a.m. to 5:00 p.m. at East Deer Lake Fire Station. Anyone having things to give away please leave it at our station so it can be used for our sale. All money taken in at the sale will be used to improve our fire station and provide better fire protection to the property owners.

What to do in case of a fire or to prevent a fire this coming summer:

A. Smoke alarm

B. Fire extinguisher in cabin and boats.

C. Support your local volunteer Deer Lake Fire Dept.

Litter: New County Dump is open at North entrance road to Deer Lake. Hours 8:00 a.m. to 6:00 p.m., 7 days a week, except holidays. It is everyone's job to keep our lake and cabins clean. Why let our property look like "Tobacco Road."

REWARD NOTICE

$500.00 Reward will be paid by the Deer Lake Property Owners Association for information leading to the apprehension and conviction of anyone breaking and entering into or committing acts of vandalism on premises displaying our membership decal. (Note: Membership decals are available to our members upon payment of the yearly membership dues upon request. Decals are limited and are on a first come basis so use them wisely. It is in keeping with our organization's goals to "Protect and preserve the property of our members and their right to enjoy it." Large signs will be posted offering the above reward, on the road entrances to the Lake area.

Membership: Another good reason to be a member of the Deer Lake Property Owners Association and an opportunity to "due" your share to preserve the Lake environment for generations to come. Dues are from June 1st to May 31st.
