WELCOME ... At the June meeting of the DLPOA, held at the Nazarene Pinelow Camp at Deer Lake the membership elected the following members to serve you this year. These people comprise the executive board of DLPOA and whose purpose, in striving to maintain the natural beauty, surroundings, and water of Deer Lake-is to be of service to all the property owners around the lake.
They function effectively and collectively on behalf of DLPOA, it is necessary that the board be apprised of happenings around the lake, of items and needs of interest, of areas of mutual concern for all of ways to prevent future depredation of our surroundings, and input of you and your neighbor.
Together we can maintain Deer Lake for our benefit and use and for that of our children for generations to come. If we don't, our children will never know the beauty of the trees and forest, the wild life that abounds, the clear, drinkable water, and the recreation and fishing that we have come to know.
However this board cannot do it all without your individual help. You as property owners can do many things. First-become a member of DLPOA-it only costs $12.00 a year and offers much, as you will find out if you review the past and future newsletters of happenings around you. Second- take an active part in the community that is developing, attend the board meetings and see for yourself what is happening or going to happen. Third-give your own individual expertise to the community in that we may become stronger and solve the many problems that confront us.

Known areas of
concern and interest this year, which we will be delving into and communicating
to you are:
1. Proposed Deer Lake Sewer System. Its benefits and costs. Its progress of development and what you can do to help.
2 Boating ordinances and how they affect us and what we need to do.
3. Fishing or the lack of it, and what is planned in the future by the Dept. of Fisheries and what we should do to maintain adequate fish population.
4 Road conditions and maintenance.
5 Security of lake homes and cabins when we are not here and when we are here also.
6. What is needed in way of permits etc. ordinances to comply with in order for us to make improvements. Who do you see, where and when.
7. Membership. How do we join and when and why.
8. Shoreline Management Act and how it affects us and what do you really own, when you have a water front lot. (There is much ongoing controversy in this regard, particularly on other Inland Empire lakes that do affect us at Deer Lake.)
The easiest problem to solve is membership. We presently have 700 plus property owners around the lake who should be members of which to date 174 are members and we are growing stronger. This is the largest (by over 40) membership which DLPOA has had since inception on Oct. 8, 1974.
Why should you belong? The proposed sewer system is one example of the members' efforts to keep our lake pure and clean and something proud of and at the same time make our own ownership and surroundings more pleasant and rewarding. Your own commitment to this purpose and goal is your membership in DLPOA. Certainly $12.00 yearly dues are not unreasonable-there are more reasons to join so send your $12.00 to Kathryn Bean and join in the community spirit and meet your neighbors. Membership form is enclosed at the end of this newsletter.
Special Notice. Stevens County Public Utility District Commissioners will hold a hearing to determine the financial and economical feasibility of creating a Local Utility District for a sewage system on Deer Lake as previously described in our petition to you, the property owners.

Why is it important for you to attend?
The PUD commissioners along with their engineer Bill Shoemaker will be there to outline in detail the what, why, and when of a Public Utility District. They will also explain the costs involved in the project and where those funds must and will come from. Your investment in the project will start with the next step (the design phase or step II).
Remember our motto: "Dedicated to the preservation of our lake for future generations." Let's all attend this meeting so we can fulfill that motto.
Shorelands. Senator Bruce Wilson met with the Board of Directors of the Deer Lake Property Owners Association July 19 in Deer Park. He gave the history and current legislation of the status and use of Shorelands of the State of Washington.
While the majority of lot owners of Deer Lake purchased their Shorelands adjacent to their lots sometime in the past, current regulations prevent further purchase by those who do not own Shorelands next to their properties. The Board of Directors is urging the removal of purchase restrictions for a period of time to allow acquisition of Shorelands.
Legislative Committee Busy. Your legislative committee has spent a very busy summer in your behalf. August 3rd found Bill Paton, Dr. Ted Maxson and Dave Nixon in a meeting with Congressman Tom Foley's office to coordinate the grant applications and availability of these grants for our sewer project. Also present at the meeting were representatives from Senator Magnuson's office, Farm/Home Administration, Environmental Protection Agency, Dept. of Ecology and the Stevens County P.U.D. Commissioners.
It was determined at this meeting that the Deer Lake Sewer Project was indeed a major priority project in the State of Washington. The D.O.E. and E.P.A. are pressing action of this project because of its high priority and grant money has been set aside and are waiting our use. Unless we act and use these funds they will be allocated to other projects with a lower priority.
The legislative committee is working very closely with Senator Magnuson's and Congressman Foley's offices to insure that the FHA grant money is available as needed.
On Sept. 5th Lee Bagley, Lee Bassett and Dave Nixon attended the Stevens County PUD meeting. As a result of this meeting the PUD hearing on Oct. 6th is being held for the formation of our Local Utility District for our Sewer project. As a member of our organization, it is extremely important that you attend this meeting.
During the July and Sept. meetings of your board, we had as our guests Senator Bruce Wilson and Representative Scott Barr. These gentlemen are working closely with your committee in such areas as Ecology, Shoreland's management, etc. There are some real areas of concern as to second class Shorelands ownership and the Dept. of Natural Resources interpretation of the navagational line on our lakes. Such things as Senate Bill 2450 may force you to pay rent to place your dock in the lake even though you own your second class Shorelands. We will keep current on the legislation and keep you advised.

Roads and Improvements. You are invited to drive around the Southwood Shores Road and see the paving that was done from the end of the pavement past Haney's Resort at Tamarack Bay. This paving was started in July and finishing touches should be complete this week. This work was done because of the diligence and persistence of Southwood Shores property owners. Although nothing around the lake, in regards to paving, is now contemplated we invite your input as to future needs.
Certainly we would like to see the paving continued around the lake. You will also notice speed signs have been put up and hopefully your compliance is in order. Please direct your comments to Lee Bassett, committee chairman of the Roads committee.
