PRESIDENTS LETTER

As we put things away from summer in the chilling fall breeze we wonder where summer went. The older I get the more it seems like summers are getting shorter while the winters go on for ever. Even though summer seemed short it was wonderful at our lake. The weather cooperated and the water level held most of the summer so lake activities were great. The lake seemed "calmer" this year. With all of the boating activity it seemed as though most were courteous and abiding by the rules. Most maintained the proper counter-clockwise rotation and stayed away from the docks which kept a certain chaotic calm to the lake.
The Fourth of July activities went well and all participating seemed to enjoy the festivities. Other than a few saying that they couldn't see the fireworks I think the Point worked out great and I think this will be the future location. If you couldn't see you might want to make arrangements to move to the lake or to another vantage point to enjoy the display. The only problem that occurred was too much wave activity around the Point so would you all make a note to avoid the Point during the set-up time from 3: 30 until the display begins. We will be patrolling that area or placing no wake buoys next year.
All of the registered voters in Stevens Co. need to mark their calendars for the November elections. There are several important items and positions to be voted on so please take the time to cast your ballot.
As always there have been some changes to the DLPOA board and there are currently several board positions that need to be filled. If you have an interest in what is going on around the lake and would like to have a greater voice NOW IS THE TIME! The time required is minimal while the rewards are great. We have eight board meetings a year plus the annual meeting. Please consider spending a little time to help protect the lake environment and if interested plan on attending the next board meeting on Nov. 9, 2006 at the Salvation Army Camp Gifford at 7:00 P.M. in the cafeteria basement or contact a board member for information.
If you have any concerns about what is going on in or around the lake please attend a board meeting or contact any of the board members for information. We are always interested in what you, the members, have to say. I hope you all have a safe and wonderful winter and will be looking forward to seeing you next year at our Lake.
DLPOA PROPERTY

We are slowly proceeding with the plans for the DLPOA Center. Nothing has been totally firmed up yet so if you have any suggestions or would like to participate in developing a plan and direction please contact me. Ideas being bounced around are a meeting center with a kitchen to allow use as a Senior Center or possibly a meeting hall for private things. We want to have an archive area for Lake memorabilia and a walk with pavers donated by family members to acknowledge people of the lake. Again we are still looking for ideas and people to help with this project so if you would like to get involved please call.
WATER SAFTEY
This might be a good time to remind ourselves about courtesy on the water. While on the water this summer, I noticed several dangerous situations.
BELOW ARE DEER LAKE COURTESIES
1. Observe the (5 mph) within 100' of any other craft, shoreline, docks and buoys..
2. While running and skiing observe counter clockwise direction within 400' from shore.
3. While playing on your PWC, please stay out of the bays.
4. Do not disturb wildlife on the lake.
5. When approaching shore, be extremely careful of swimmers, people on flotation toys, divers and other craft.
6. Please offer assistance to stranded vessels.
Deer Lake is a great lake to have fun on the water; let's keep it a safe lake.
Water Quality

We did a water quality test last year that showed our lake is in reasonably good shape. The only data that was of any concern was an elevated phosphorus level. This is attributed to manmade causes. Fertilizing lawns that are close to the lake and have no natural or manmade filtering barriers between the lawn and the lake are the biggest contributor to the problem.
This August DLPOA had the shoreline surveyed for eurasion milfoil. None was found. I did get a couple of calls during the summer when people thought they might have some on their waterfront. I checked them out and one was coontail and the other was native milfoil. Thank you for keeping an eye open to the possibility of noxious weeds getting a foothold in our beautiful lake.
Remember that the usual way milfoil gets into lakes is by boat and or trailer. Please check both before putting your boat in the lake. If you don't know what it looks like, just pull all weeds off. Dispose of them in a garbage bag to be removed from the proximity of the lake.
Fish Report
There will be no more Triploid Rainbow Trout tossed into the lake. These are expensive to grow and what is available will be going to the Columbia river in the future. We will have real honest full blooded macho Rainbow Trout in our lake from now on, not fake fish.
Demo Dock Days 2006

This year's Demo Dock Days was a great success. We demolished and removed 18 docks. Thank you to all property owners that called to have old and derelict docks removed. Thank you to those who brought in their dock to be destroyed and hauled away. You saved us a lot of time.
Thanks to all the volunteers that worked very hard to complete this task in a day.
Thank you to Clyde Ennis and Mike Becker, both of Sunrise Point for allowing us to use their beach to remove these docks.
Thanks to Pete Smith and his heavy equipment that saved us countless hours of labor.
Finally, thanks to Camp Pinelow and Precision Landscape for the use of your trucks.
This is a great program to keep our shorelines clean and safe. Thank you everyone.

Roadside Cleanup

On Sept. 16th DLPOA held its fall roadside cleanup. The total pounds of litter were either good or bad, depending on how you look at it. The total of 480 pounds is way below the usual of about 800 to 1,000. Either there was less litter to pick up or we missed a lot of trash. Part of the less litter was due to a very helpful person on North Deer Lake Road. His name is Daryl Bailly. He lives across the street from the Nazarene Church. For exercise and to help out he has been cleaning the messiest part of N. Deer Lake Road on a regular basis. We should all wish there were more people like him to make our cleanups much easier.
We did not have a chili feed after the cleanup due to our first DLPOA meeting of the fall fell on the Thursday before the Saturday cleanup. Next spring count on having one and having a chance to catch up on the winter's happenings with friends and acquaintances. We saw some new faces along the road helping. Thanks to all that participated. We hope to see you in the spring.
Membership
.We are including a dues envelope with this issue for 2007. Dues are $15/yr. For that, you support our efforts to preserve the water quality of the lake, clean the environment (with our road cleanup and dock demo days), and support our 4th of July activities among other things. And of course, don't forget this newsletter and our wunnerful web site (www.dlpoa.com). It all takes some bread, even if we on the board work for free, or at least for cookies. Another thing we get is a pretty good voice to Stevens County management (Commissioner DelGado often comes to our board meetings, and we have close relationships with the county planners, zoners, enforcers, sheriff, firemen, and various commissions and committees that affect our lake). DLPOA is one of the most active Property Owners' Associations in the area, and we encourage you to support our efforts. And even be a workerbee and join our board or one of our committees.
Feer Lake Pancake Breakfast

Our annual breakfast on July 9th, 2006, held at the Deer Lake fire station, was successful in many ways. Although we generated revenue to further assist DLPOA in Deer Lake/Loon Lake community needs and 300 plus community members and friends attended the breakfast, too many of our readers missed the opportunity to meet your neighbors or to introduce your family and friends to the many benefits of Deer Lake
One of the highlights this year was the performance of the Don't Fret It Blue Grass band led by Ernie Vollmer and five members. The music was immensely enjoyed by our breakfast guests. Those who did not attend really missed a special treat. Hopefully they will do a return performance for our next breakfast. Thank you Ernie and your band, you were terrific. If we want to continue with quality music and be supportive of this annual occasion, we need the help of all residents around the lake to attend.
Additionally, I want to express a BIG thank you to all the volunteers who set up, who worked the breakfast, who cleaned up afterwards, and those whose expertise is all needed and appreciated. It was a treat for me to work with our neighbors who willingly gave of their time. The breakfast was the culmination of a July 4th week of festivities (The kids parade, the boat parade, the evening fireworks). You know who your are. I thank you and God Bless you and your families and if the DLPOA Board approves we can do this again next year.
For all of you who could have attended but didn't, we will look to the future opportunities to meet you, to visit with you and to gain your support and attendance. In 2007, July 4th is on a Wednesday. With Board approval, maybe we should plan on our breakfast on Sunday, July 1st. Give me your suggestions (at 326-0954). Mark your calendars. Bring your family and friends and we'll see you there.
EMERGENCY SERVICES

Dear readers, we have had a safe summer and hopefully this luck will continue through the dry fall months. Deer Lake needs several inches of rain to make our area safer for fire dangers. Have you noticed the dry trees? We had about one week of colorful fall foliage and now everything is dried out. Our usual fall landscape beauty is pitiful! The leaves hand down, appearing as though burned. The ever greens are heavy with dead needles and the Tams are turning way too early. We do not need any fires! It would take a minor error to turn our area into an inferno!
Many thanks to everyone that honored and respected the "no fire" request from the fire district. Yes, you have an approved fire pit, yes, you are burning on your private property, but look around you. One fire spark from your private fire could set off an entire neighborhood, due to the dry foliage and timber.
Fire Chief, Keith Reilly, has requested that I again remind you that the emergency vehicles must have enough clearance to pass through your roadway, to any SCFD#1 call. The season doesn't matter! If an emergency vehicle is hindered, in the response time to roadway blockage, the property owner and the vehicle owner will be cited for liability of an emergency vehicle. Time to respond to calls, is so important! If you should place a locked gate on your property, please call the fire district office, 262-9660 and give them the combination to the gate.
Many thanks to our fire commissioners for allowing the finances for the new concrete pad at St. #5. I personally thank them for allowing the finish of the meeting room! Each area looks great!
FOURTH OF JULY

The Fourth of July Activities were another huge success this year. The Kids parade grew again this year and was great fun for all who participated and for all that watched. If you haven't seen or participated yet you have something to look forward to. There are floats and motorized vehicles of all shapes and sizes and all the flag waving, cheers, and smiles confirm all are enjoying. If you are looking for something fun to do with the kids please plan on participation next year. The Fireworks Display was put on with a minimum of hitches and, from the information received, was enjoyed by all. If you enjoyed the Display remember this is funded by donations so please participate and send in your donations. The boat parade was less attended this year, primarily because of the fact that many had to go to work the next day. We are planning to have the boat parade on the same day as the Fireworks which should make it easier for participation. If you have any suggestions about any of the activities please notify me.

The web site has pictures of all the boats in this year's Boat Parade. When you click on the link (which will be found in the New Items section of the first page) you will see three pages of thumbnails of the pictures. Clicking on a thumbnail will bring up that picture. In order to make download times somewhat reasonable for dial up people, these pictures are in a low resolution. If you would like a high resolution version, send me an email (demattia (at) acm.org) with the picture identifier and I will email you the high res version. I also have pictures of most of the boats for the 2004 and 2005 parades. If anybody wants those, I can send you thumbnails, and when you find what you want, the high res version of those. Or a CD of the whole bunch.
We have the minutes of all our board meetings on the web. They are delayed by one month for some silly reason, but the headlines for the most recent meeting are available right away. We also have most newsletters online (back to issue 1), and the reports from the last several Annual Meetings. For all of you eager parliamentarians that are itching to be a member of the DLPOA board, a little perusing of the minutes will give you a pretty sanitized version of what goes on. For the real deal, with all the blood and guts and yelling and screaming, please come to one of our meetings, have a cookie, and join in the fun.
