Meetin was held at Deer Lake fire station, started at 10am (ish). About 40 people showed up. Several members of the board have resigned, including Ivy Shaw, Gery Block, and Ken Rozelle. That leaves us with only nine board members, with a permitted limit of 16.
Guest Speakers
Tony DelGaddo, County Commissioner - East Deer Lake Road construction starts soon, 80 working days (into September). 90% state funding, $2 million job. 28 ft wide, guard rails. Question was asked about dust control on Southwood Shores road, which will probably be an alternative route. Probably not.
0.3% sales tax for law enforcement going to be tried again this year. We have less than half the number of deputies that we should have. Less than 17 deputies currently for the whole county.
Larry Gunther, candidate for commissioner. 20 years school administrator, retired as Lakeside HS principal. Born and raised in Hunters, Stevens County. Protect personal property rights, natural resources, water resources. Tony has endorsed Larry.
Wes McCart, running for county commissioner also. Make county more proactive to solve issues. Land use and growth management issues. Water quantity and quality, water rights. Most of the county cannot get water rights, so a big business would be impossible to establish in those areas. Businesses - provide a way for people to get stuff locally, not go to Spokane or somewhere.
Skip Wells, Fire Commissioner. New fire chief, Mark Veck(?). Area got 3 new fire engines. One of the older ones came to Deer Lake (1987 model). Trying to improve the communications systems. Anybody living 5 miles from this station (and 1000 ft from a hydrant) gets a better fire insurance rating. Deer Lake has the fewest responses than any station in the district. There will be a Bond issue to replace Loon Lake and Suncrest fire stations. Those stations have full time personnel. We are volunteer. Levy Lid Lift bumps prop taxes by $0.58/thousand, with the bond, $0.95/thousand.
Dean Westerman, sheriff deputy for the county. Lives on our lake. He is very aware of the speeding problem and has been working on the problem. Dog calls one of the biggest time consumers for the department. There are no dog or noise laws in this county. Dean is also the boat patrol guy. You need to have a boater's license to drive a boat over 15hp, if you are between 12-20 years of age. No tickets written as yet. State parks web site, www.parks.wa.gov click the picture of the card, and it will take you to instructions on getting the card online. Or take a class. $10 for the card. They do write tickets for not having approved life jackets. Seat cushions do not count.
Business Meeting
Road Safety - DLPOA has put some 20mph speed signs on N Deer Lake Road. Discussed this in advance with county road department. 20mph is designated speed from the Y to the narrows. Mr Nokes presented his case for keeping things slow because of kids, horses, etc.
Treasurer - net worth of $79k and change, mostly in CDs and some property worth $25k. $13k income from dues and donations. Expenses of $15k (4th of July, tribal labs, newsletter, D&O insurance).
4th of July. Fireworks on 3rd. Our Fireworks have not yet entered the US due to China earthquakes, port restrictions for fireworks, etc. We are still scheduled, but if they don't arrive, you can't light them off. It will be on the middle of the lake this year. Boat Parade will start at 7:30 PM. at Deer Lake Resort, on the 4th, clockwise this year. 10am for kid parade.
Fishing. 475k kokanee released by state , 23k catchable rainbow, 1000 triploid, 25k konanee by Don, 15k rainbows by Jim Santora. Most of these things end up being munched by the mackinaws.
1200 lbs of garbage collected on spring road cleanup.
Somebody would like real estate selling prices to be published in the newsletter. We need a real estate agent to provide us with this information.
Discussion of bylaws. We only have 9 members on the board, of 16 slots. We need more board members.
N Deer Lake Property - need to discuss selling it off. Motion made to declare it surplus. Second. Voice vote to do it.
Water - Millfoil at the end of the narrows. We have a grant from DOE, and will be having divers go look for the stuff when the water warms up. Doug Frieland will do the work, hand pulling with suction into a tank. County actually contracts for the work, out of our grant.
We may yet have to use chemicals, but we are not planning on that happening yet. There is now a hybrid millfoil between Eurasian and Local varieties. There is a weavel that will chew on millfoil. We will look into that.
Level of the lake. USGS used to monitor the levels in the 50's and 60's. We have that data. We found where the measurement location was. This measurement was then transferred to Jim Santora's house, where we will start doing measurements in the future.
Dock Demo - did 22 docks. 20 volunteers at 50 degrees outside. Kirk Yuount donated a backhoe and dump truck, Ennis family donated their beach. Unfortunately, our fireworks dock accidentally got chopped up too...
Development on the lake - There are no applications for condos or anything else so far. Maurice Paul sends out an email newsletter whenever they find out something happening on this issue. He is constantly in contact with Clay White, county planner. Somebody there is applying for a permit to dump storm water into the lake. This is progressing through the bueauracrices at the moment.
Pancake feed, 6th July, starting at 7am Sunday till noon. Volunteers needed at 10am Saturday for setup.
Pebble Beach Assn - would like a database of all of the associations around the lake for common information.
Question about the legality of our fireworks. Our professional fireworks guys are all certified and get all the permits and stuff that are needed. All personal fireworks that leave the ground are illegal in the state of Washington. Only safe and sane stuff is permitted, even in Stevens County. The fire commissioner said that these rules will probably be more stringently enforced in the next few years.
